Jira and Confluence Specialist (SME)

Own the Jira and Confluence environment as the system of record for a modernization portfolio: requirements baseline, end-to-end traceability to fielded solutions and governing authorities, portfolio reporting on demand, and knowledge management standards.

Washington, DC On-site Full-time Active TS/SCI required $198,000 – $215,000

The role

Tailored Solutions is hiring an Atlassian Jira and Confluence Specialist, a Subject Matter Expert (SME) supporting contractor, military, and government civilian personnel working collaboratively across several efforts. The role is on-site in the National Capital Region.

You will serve as the subject matter expert for the organization's Jira and Confluence instances, ensuring optimal configuration and, in coordination with the knowledge manager, workflow standardization, integration, and user support. You will own the requirements and knowledge baseline for the modernization portfolio, combining technical administration, process improvement, and stakeholder collaboration to deliver an efficient, secure, and scalable Atlassian solution.

You will document and track requirements and project knowledge, maintain end-to-end traceability from requirement to fielded solution as part of the official record, keep at-a-glance linkage between each requirement, project, and solution and the statutory or policy authority under which it is executed (including Title 10, Title 40, Title 44, and Title 50), and deliver the artifacts for an executive summary or an exhaustive detail report on any modernization effort on demand.

What you will do

  • Design, administer, and govern the Jira and Confluence environment as the authoritative system of record for requirements, decisions, and project knowledge across the modernization portfolio.
  • Develop dashboards, structured queries, and reporting automation in Jira and Confluence to reduce manual status collection.
  • Capture, decompose, and baseline requirements from leadership and client engineering staff; assign unique identifiers and maintain configuration control over the requirements set.
  • Build and maintain bidirectional traceability from each requirement through design, implementation, test, and fielded solution, with change history preserved for the official record.
  • Maintain an authority traceability layer that links each requirement, project, and solution to its governing statute, directive, or authorization (Title 10, Title 50, Title 40, Title 44, and applicable directives), and produce at-a-glance authority views for leadership and oversight bodies.
  • Produce on-demand portfolio reporting at both summary and full-detail levels: status, dependencies, risks, decisions, and open actions across all modernization projects.
  • Establish and enforce knowledge management standards: taxonomy, metadata, templates, naming conventions, access controls, and retention and disposition rules consistent with Title 44 records requirements and other records management policy.
  • Serve as the single point of contact for compiling reports and metrics and for standardizing dashboards to answer requirements and knowledge questions from client leadership.
  • Deliver training and support on system-of-record discipline and audit compliance to ensure adoption and effective use of the tools.
  • Design and support new Jira projects and Confluence spaces with tailored workflows and configurations.
  • Standardize workflows, screen schemes, custom fields, and permission schemes for consistency across projects, with discipline in data protection, access controls, and permission restrictions.

What you will need

  • Active TS/SCI clearance. Must successfully complete additional client security eligibility and compatibility determinations.
  • Bachelor's degree and 12 or more years of progressive experience in knowledge management, requirements management, or records management. Master's degree preferred.
  • Minimum 10 years of hands-on experience as a Jira and Confluence power user, including project and space design, workflow and issue-type design, custom fields, dashboards, filters, structured queries (JQL), and page and template architecture.
  • Data analysis experience.
  • Demonstrated experience building and maintaining requirements traceability matrices for large, multi-project technical portfolios.
  • Experience supporting knowledge or requirements management in a TS/SCI environment.

Nice to have

  • Working knowledge of federal records management obligations under Title 44 and DoD 5015.02-STD, and of the distinction between Title 10, Title 50, Title 40, and Title 44 authorities as they apply to DoD IT and communications programs.
  • At least one current Atlassian certification: ACP-610 Managing Jira Projects for Data Center, ACP-620 Managing Jira Projects for Cloud, or the Confluence Space Administration Pro Skills Badge. A second Atlassian project-level credential is a plus; ACP-100 Jira Administration for Data Center is welcome but not expected.
  • Ability to move between executive summary and exhaustive technical detail, in writing and in briefings.
  • ICRM Certified Records Manager (CRM) or Certified Records Analyst (CRA).
  • IREB CPRE Advanced Level (Requirements Management), IIBA CBAP, or PMI-PBA.
  • KM Institute Certified Knowledge Manager (CKM).
  • Experience with Jira and Confluence in air-gapped or multi-enclave environments, including cross-domain content handling.
  • Experience with Special Access Programs or other high-consequence communications programs.
  • Prior military or government service in a communications systems, intelligence, or acquisition role.

Details

  • Location: Washington, DC (National Capital Region), on-site.
  • Clearance: Active TS/SCI, with additional customer eligibility determinations.
  • Compensation: $198,000 to $215,000 per year, matched to experience.
  • Type: Full-time. Reference TS-2026-JCS.
